New Delhi, India (Urban Transport News): Finally National Capital Region Transport Corporation Limited (NCRTC) has awarded the civil contract package - 4 to a Chinese construction firm Shanghai Tunnel Engineering Co. Ltd. (STEC) for the construction of a 5.6 km underground tunnel from New Ashok Nagar to Sahibabad of the Delhi - Meerut RRTS project. The total value of the contract is Rs 1,126.89 crore (Approx.).
The final decision on this contract was held by the NCRTC after arising clashes between India and China at borders on the Galwan Valley issue which resulted in the death of 20 Indian soldiers and unspecified Chinese casualties.
The scope of work under the contract package 4 includes design and construction of tunnels of Package 4 by Tunnel Boring Machine from near New Ashok Nagar DN Ramp to Sahibabad UP Ramp and for one underground station at Anand Vihar by cut & cover method [Including Architectural Finishing and Design, supply, installation, testing and commissioning of Electrical and Mechanical Systems including Fire detection & suppression Systems and Hydraulic systems] of Delhi - Meerut RRTS Project.
The tender was invited on 11th November 2019 and technical bids were opened on 16th March 2020.
In June 2020, NCRTC has opened the financial bids of this contract package where STEC emerged as the lowest bidder among the other four bidders who had submitted their bids. The financial position of each bidder is as under:-
Sources said that the letter of acceptance (LoA) is issued in accordance with the new policy of Govt of India and the STEC has been elected according to the procurement guidelines of the funding agency Asian Development Bank (ADB).
