Only few global bidders shown interests in Indian Rolling Stock contracts

New Delhi, India (Urban Transport News): In response to tender invited by Uttar Pradesh Metro Rail Corporation (UPMRC) for the supply of Rolling Stock coaches for Kanpur and Agra Metro Rail projects, only a few tenderers shown interest to participate in the contract process, sources said. In December last year, UPMRC floated bids for design, manufacture, supply, testing, commissioning and training of personnel for 201 standard gauge metro coaches including Train Control & Signalling System for Agra & Kanpur Metro Project.

A pre-bid meeting was called by UPMRC on 25th December 2019, where a total of seven global and domestic Rolling Stock manufacture viz. Alstom, CAF, Bombardier, CRRC, Hyundai Rotem, BEML and Titagarh Wagons attended. But only four bidders viz. BEML, Bombardier Transportation, Alstom, and CRRC have submitted the bids and the remaining three bidders did not show interest due to a tight delivery schedule. The last date for submission of bids after several extension was 18th February 2020. Technical bids were opened on the same day and financial bids not yet opened.

Later, the officials from National Capital Region Transport Corporation (NCRTC) have updated that they have also received few responses against the tender for supply of Rolling Stock and Depot Machinery & Plants issued for Delhi-Ghaziabad-Meerut RRTS corridor and Meerut Metro Rail project. In August last year, NCRTC had invited tenders for design, manufacture, supply, testing, commissioning and comprehensive maintenance of RRTS & MRTS Trainsets, and Depot M&Ps for Delhi-Ghaziabad-Meerut RRTS Project including Meerut Metro Rail Project.

In response to the tender floated by NCRTC, only three rolling stock manufacturer viz. Alstom Transportation, CAF India and Bombardier Transportation have submitted bids for the supply of 210 standard gauge coaches for RRTS and Meerut MRTS project. However, no technical bids yet opened by NCRTC. The last date for the submission of bids was 12th  March 2020. Experts say that after the merger announcement of Alstom and Bombardier, the global market of Rolling Stock will create a new competitive environment in the industry.
