NCRTC seeks private partner for operations and maintenance of Delhi-Meerut RRTS Project

New Delhi, India (Urban Transport News): The Metro Rail Policy 2017 issued by the Ministry of Housing & Urban Affairs, Government of India, emphasized the need for private sector participation for regional rail and metro rail projects. The aforesaid policy manifests the need to capitalize on private sector resources/expertise to bring in private sector efficiencies and entrepreneurial spirit.

In light of the aforesaid policy, the National Capital Region Transport Corporation (NCRTC) in its endeavour to provide world-class infrastructure and services to its stakeholders has decided to seek a private sector strategic partner for operations and maintenance (O&M) to ensure the highest standards of service in the Transit System.

As a part of the implementation of the Transit System, NCRTC has decided to undertake O&M of the Delhi-Ghaziabad-Meerut Regional Rapid Transit System (RRTS) through a contract agreement and has, therefore, decided to carry out the bidding process for the selection of a bidder to whom the Project may be awarded. In pursuance of this, NCRTC is inviting request for proposals (RfP) from the experienced private players for the operation and maintenance of the 82.15 km Delhi-Ghaziabad-Meerut RRTS Corridor.

The scope of work will broadly include operation and maintenance of the Transit System and includes all matters connected with or incidental to such operation and maintenance, provision of services and facilities, and collection of fare in accordance with the provisions of the O&M Agreement.

A pre-conference meeting is scheduled for July 20, 2021, at 15.00 hrs. Interested bidders can submit their RfPs from August 10-20, 2021 and the technical bids will be opened on August 21, 2021 at 15.00 hrs.

About the project

The 82.15 km long Delhi-Meerut RRTS Corridor will connect Delhi to Meerut with 24 stations including 8 metro stations to be built under Meerut Metro Rail Project. This is India’s first RRTS corridor to be implemented in India.

RRTS stations would be integrated with various modes of transport like Airport, Indian Railway Stations, Inter-State Bus Terminus, Delhi Metro Stations etc. It will facilitate the seamless movement of commuters from one mode to another. Seamless integration between different modes of transport encourages people to use public transport.
