Alstom secures Rolling Stock contract worth ₹2,631 crore for Delhi Metro Phase 4

New Delhi, India (Urban Transport News): The Delhi Metro Rail Corporation Ltd (DMRC) has issued the Letter of Acceptance (LoA) worth Rs 2,631.36 crore to Alstom Transport India for the supply of 312 Standard gauge Rolling Stock coaches under contract package RS-17 for Delhi Metro Phase 4 on 27th October 2022. The final contract value of this order is Rs. 26,31,36,02,343 (INR 22,35,23,48,424 + USD 3,019,380 + EUR 44,348,957).

The scope of work divided in two parts:-

Part A: Design, Manufacture, Supply, Testing, Commissioning, Training of 234 Nos. Standard Gauge Cars for Extended Sections of Line 7 & 8 under Phase 4 of Delhi Metro Rail Project.

Part B: Design, Manufacture, Supply, Testing, Commissioning, Training of 78 Nos. of Standard Gauge Cars Including Comprehensive Maintenance up to Fifteen Years for These 78 Nos. Standard Gauge Cars for Aerocity – Tughlakabad Corridor of Phase 4 of Delhi Metro Rail Project.

Tender notice for the supply of 288 cars was issued in June 2021 with a 236 weeks delivery completion period. Technical bids were opened on 1st February 2022. The estimated value of this contract package was Rs 3567.11 crore and this package will be funded by Japan International Cooperation Agency (JICA) through a Rs 8,390 crore ODA loan agreement.

A total of five bidders namely Alstom Transport India Ltd., BEML Ltd., CAF India Pvt. Ltd., JSC Metrowagonmash and Titagarh Wagons Ltd. were participated in the contract package DMRC/RS-17. Financial bids were opened in September and the finnacial position of bidders are as under:

  • Alstom Transport India: Rs Rs 2631.36 crore (L1)
  • CAF India: Rs 2701.87 crore (L2)
  • BEML Ltd.: Unknown
  • Titagarh Wagons Ltd: Unknown
  • JSC Metrowagonmash: Unknown

The delivery schedule of Rolling Stock coaches is devided into two parts:

  • A total of 90 coaches (15 x 6 coaches) for the 12.558 km Pink Line extension (Mukundpur – Maujpur) and 144 coaches (24 x 6 coaches) for the 28.92 km Magenta Line extension (Janakpuri West – RK Ashram).
  • A total of 78 coaches (13 x 6 coaches) for the 23.622 km long under construction Silver Line (Aerocity – Tughlakabad).

According to the plan, the Metro trains will be stabled at the following maintenance depots:

  • Line-7 (Pink Line): Mukundpur (existing) and Vinod Nagar (existing)
  • Line-8 (Magenta Line): Kalindi Kunj (existing) and Mukundpur
  • Line-10 (Silver Line): Sarita Vihar

Alstom will supply Rolling Stock cars having 3.2 m wide, lightweight, made of stainless steel, and compliant with standard gauge track system. The train will be suitable for communications-based train control (CBTC) signaling for Unattended Train Operations (UTO) conforming to Grade of Automation level 4 as Delhi Metro has already launched Unattended Train Operations on Line 7 and Line 8.
